Backlinks still matter. Although less today than 5 years ago. If you follow what Google says, you should make a nice site, make it fast, and post unique and quality content. Then just sit back for 15 years and wait for it to show up in the serps. Because most of us don’t have 15 years to wait we resort to other tactics. It’s not just about backlinks, it’s about quality backlinks. There’s a big difference there. I find one of the best ways to get decent backlinks is to engage with other webmasters on forums such as this one. Also, make sure you have social networking buttons on your website. If people enjoy your content, they will use those to spread the word for you - and those backlinks are pure gold!

Better to suggest you to focus over Content. Through Content you will get a good quality of backlink. Quantity doesn’t matter but Quality is best for gaining more ranking to the website.
Get a list of websites related to your niche that offer backlinks in terms of content, guest posting, Q/a, profiles etc. The best strategy is to use contenst such as guest posting, Tutorials, how tos, user guides, showoffs etc and then finally use Facebook or other social media platforms to build links.
These back links provide your site a Link juice on the basis of which your PR increases. Google+ is the best way to get the back links from Google.
The links generated from Google +, is considered as a do follow back links.and it also useful for increasing the PR.
I think you should refer for competitors backlinks you will surely get some google backlinks in it. Then you also submit your site to the same site which will automatically considered as google backlink, If they accept your proposal.
