How to get blog links like this?

Hi All

I’ve been doing some link analysis on some of my competitors and quite a few have got links from high PR blogs, having looked at the blogs they look quite commercial and seem to be only there to sell links, however it seems to work as most of the high ranking sites in my sector have these sort of links

A blog in question is http://www.roxpopuli.com/

Does anyone know how I can get these sort of links myself as there is no contact info on most of the blogs, are they set up by SEO agencies specifically to sell links to their customers?
