I want to develop a hindi website with admin panel in php and mysql. I searched google but could not get proper solution for this. How to achieve this?

If you need to the user interaction could be in hindi but everything else could be in English if that is the preferred method.
If you want to website it self to be in Hindi, then just spell everything in Hindi. But if you want your tags ect to be in Hindi, check out what @Mittineague said above
