There is a little embossed shadow line that runs underneath the main navigation tabs. How to create this?
when you say stretched circle, do you mean to warp the thin line and then just add a gausian blur?
I will also note that what they did on that site is use a PNG-24 (which has alpha transparency) placed at the bottom of the navigation section. The shadows are not actually part of the tabs, it is just overlaid on top. Pretty smart on their part, I must say.

Thats just a white line with a drop shadow. Can also be done with drawing the line, then making a stretched circle filled black with Gaussian blur filter on it.
Drop shadow - Make the line, then go to Layer > Layer Style > Blending options > Drop shadow. Then play around with the settings until you get something you like.
