How to create "earth shine" effect like this?

Hey folks,
Does anyone have any advice/tips on how to create the “earth shine” effect of blue rays on the earth’s horizon like shown on this photo at istockphoto.com?

I think I can create the earth image, but I just am having a tough time creating the light rays like that.

If anyone can show me how, I’d be forever grateful. Thank you for your time.

Photoshop

Duplicate layer, screen blending mode
Filters->Blur->Radial blur->select zoom and adjust focal point

Will get you close to what you are looking for
