We know there are a lot of ways to create a HTML menu.
How do I create a simple 2 level menu using HTML and CSS?
You will have to give us a little more info about what you require as there are hundreds of variations that could be interpreted from your question.
e.g.
Is it a drop down reveal menu?
Does it drop down or flyout from the side?
Is it a vertical then horizontal drop down
is it not a drop down at all but a nested static list that is indented?
Does it need to be mobile friendly?
Is it a click menu or a hover menu?
and so on… 
Maybe look here if you want a dropdown menu on over (or click).
