I have an IP webcam that is currently sending video/images to a local IP address (192.168.0.xxx). I want to push this feed onto an actual website that can be viewed remotely. My end goal is to have that website running in a server, and pull the images from that website using an android program and display it in another location. I have everything up and running except I cannot get the images from the webcam to the server. Does anyone have any suggestions/is this even possible?
You need to use a public IP address that points to your computer in order to be able to access it. You can’t use the local one.
Your ISP will have provided you with a public IP address to connect you to the internet but that may or may not be a fixed IP.
If your public IP address is not static i.e. changes from time to time, you can use a dynamic DNS service to link it to a static domain. Your router or computer will periodically send out the current IP to the DNS provider. Here’s a list of providers, some of which are free:

I’ve used dyndns.com for years but new signups are no longer free.
