How do i create a default theme?

I am developing a marketplace in PHP, and it will have an upload feature, How do i, so that when a user upload an item, it will be in a default theme in html and css?

I think we might need a little more info than that to work with. Are you using an existing framework, or CMS, or are you building something yourself?
