How can you make a pic like this in Photoshop CS3

I am looking to create a photo very much like this one in Photoshop CS3:

Does anyone know how I would go about doing this?

Are you talking about the icons themselves or their disposition?

Their disposition, like how some look farther away, etc.

Make sure each icon image is on a seperate layer and then use the TRANSFORM tool (Ctrl+T) and change the scale for each layer.
Also whilst in transformation mode, go to EDIT>Transform>Perspective to change the aspects of the images.

Finally, drop the opacity of the layers as they get further back.
