Exactly, I noticed this fact when I was looking to my competitors data. One of the site (PR 4) was having only 9 links, but from good PR sites.

It means that link exchange from quality PR sites can give us good PR in few days. What will happen in SERPs, I agree with felgall.

Just focus in getting quality backlinks. You can gain your backlinks by doing off page optimization. Like directory submission and forum posting. Seems Goggle frequently index link in forums. Just be sure you are participating in forums

Ummm PageRank is a measure of link popularity. The way to increase PR is to get a higher quantity and higher quality of inbound links.

Content, keyword density, picking good titles for posts, etc. have NO direct impact on PR. Having quality content on your site only affects its PR to the extent to which that quality content attracts natural inbound links. So content only affects PR indirectly… and ONLY if that quality content makes other sites want to link to you.
