Can anyone tell me how accurate webmaster tools is, it is showing my site as ranking number 19 for the keyword i’m targetting however my site is not even in the top 300 results for the keyword, is this normal?

Are you clearing your browser cookies and logging out of any Google accounts before checking your search results? Google has been personalizing search results to every individual user since December.

I’ve tried it on a couple of different computers and they are both the same, i’m no where in the results, yet according to Google my site climbed from position 21 last week to position 19 this week?
Has anyone else found their site not ranking for keywords which Google webmaster tool say they should be ranking for?
