Google Penguin and New website backlinks

I have a new website with about 15 backlinks created in the past 3 months.

The site has never seen a penguin update.

Does Google continuously update ranking according to backlinks?

Or does it only review back links during a Penguin update?

You seem to be suffering from a misunderstanding of some of the terms here.

The “Penguin” update was an update to Google’s ranking algorithm, which it uses to decide how to rank sites. Therefore, all sites are affected by the update, insofar as all sites are ranked according the the algorithm which includes that update. (Only sites using dubious linking practices are likely to see that part of the algorithm reflected in their rankings.)

Google is constantly reviewing your site and associated links (incoming and outgoing) as it crawls the Web.
