Google Analytics has no effect on your ranking. But it can be a useful tool for monitoring your site performance, how many visitors, how much they engage, and where they come from etc.
So while it does not directly affect SEO, it may be used to see how your other SEO and UX activities are working or not.

That is the Jquery javascript library. If you are using any jquery scripts on your page you will need it.
If not, remove it. Removing unneeded scripts/libraries will speed up your pages, so will help SEO to some extent.
You should not update this code by your way, it can be difficult for Google to track your website visits.
second biggest confusion you are having the ranking and Google analytics relation. There is not any relation between Google analytics code and rankings.
Removing Analytics is not a problem if you don’t plan on using Analytic.
With the Jquery code, do check that you are not needing it for any scripts. If removed, check the site to see all is still working properly without it.
