Are there any reasons that when designing gif’s that flash should be used as well ?

Flash is way more powerful that merely animated gifs?
A assume you mean animated gif images?
The advantage of flash over gif images is that flash is not limited to 256 colors, whereas gif images are. The drawback is that swf files are generally a lot larger than (animated) gif files.
