Stock Exchange (stock.xchng - the leading free stock photography site) is by far my favorite.
Creative Commons has a decent amount of free stock photos. They’re under a copyleft license, so it gives you more freedom to edit and use them in your site.

I believe K09 is looking for images that can be used without having to pay a fee.
For truely free images, that may be republished without having to pay any fee whatsoever, I generally use:

@Madeira Dreamstime images in the free section aren’t entirely free without limitations. The reproduction limit is 10,000. If you exceed that print quantity, a licensing fee is required.
Correct, but unless you have more than 10,000 webpages to put an image on, or you want to use the image offline - say in a magazine - that will not bother you.
If you do want to reproduce the image offline, then the public domain images will fit the bill.
