The difference being the space before and after the slash.
I want Google to pick up both key words “flat” & “apartment”
Both words have the same meaning although flat is British English and apartment American English

Without spaces looks better from a point of view of standard English punctuation.
And one could argue that content is all important so one should go with what looks best to the human eye.
But I still wonder what Google thinks - will it smoothly pick up both words?
