I wouldn’t go for the velociraptor as they make a lot of noise which is really annoying.
I would go for a nice Solid State Drive (SSD) which are completely quiet (as there are no moving parts) for the system and application disk, and add a large disk (like 1TB) for storage.
Can’t really comment on the rest as I’ve been out of the hardware world for a tad too long now.
