Had an offer from a company to pass on 250 Facebook leads from relevant potential customers in exchange for a link to their website. My gut feeling is to ignore it, but wondered how it worked and if anyone else has found this useful. Would I usually need to contact the owners of the potential links? Also wondered if this was something that Facebook frowned on as it doesn’t seem like a natural way of building Facebook contacts.

I would ignore it sounds suspect. Fraud. You have to watch marketing on Facebook.
250 new fans who are relevant… Why not 260? 310? The number alone should be a warning sign – in order to actually be relevant people have to want to follow you themselves and that doesn’t happen in precise numbers or guaranteed results.
Social is not about collecting a bigger follower number, in fact on Facebook doing that will actually lower your visibility and potential impact. Stay away from anyone selling / trading / offering to bring you fans, follows or likes. It’s the wrong goal and worthless for results.
