ExpressionEngine question about "non-templare" stylesheets and other files

My problem is that I cant get the non-template files to work with the template files EXCEPT at first when i open the site on my localhost, then everything is working, but as soon as i change page, its all default again, none of the non-template css files are applied.

I have a header that is embedded in all my template files and my header looks like this:

as you can see i still have some css files as template files, and these are working, but not the other ones. Its not because i use css.less, because it aint working with a regular css file aswell.

My non-template files are located in the root of the projectfolder.
