This is standard .NET code elements that make up pages to operate in an IIS environment. It will not negatively affect your website from an SEO point of view.
.NET treats a page as a form, so that any action that takes place on it (like a link being clicked) can pass source page information to the destination page. This is over-simplifying it drastically (i’m no .NET expert).
Personally I hate .NET for that reason - Search Engines don’t like forms. Creating webpages that are effectively forms is a little risky.
Put it with my dislike of .NET webresource.aspx scripts…
