The validator states…

Yes I mentioned that already when I talked about fractional percentages and their behaviours of disappearing at small sizes.
It looks like the ability to have a 1px border will then eventually arrive.

Maybe omit the stroke and have an outer black circle and an inner red circle?

Yes tried that also but you have to set the inner one to 49% radius which is the same as setting a border in percentage. (In fact that’s similar of the methods for the css examples I posted that works well.)
