Is it necessary one to have a content related to the topic, cant we have something which is different from the topic to be discussed???

That’s how it looks to some people, when you go off topic. Threads can drift to related topics, or general ideas related to the specific instance.
But it’s better to stay on topic.
It depends on what type of blog it is. In another thread, you mentioned an SEO blog. If you have several authors writing the blog, the authors should stay on topic. It would be pretty lame if one of them added an entry, for instance, on getting stuck in traffic unless they could somehow tie the incident into SEO. However, if you are the only author, then it may help your readers to relate to you as a person/blogger if you add a personal tid bit now and then.
Well, of course you have to be on topic, people get irritated over the internet quick.
It is important that you must remain on topic otherwise you will be considered as spammer.

If the question is – does a blog always need to be on the same general topic, then the answer is it depends on the blog. If it’s a personal blog, topics can vary widely. And that’s OK. If it’s a business blog, you better have some general guidelines (like any business plan would) for what you’re trying to achieve, and how you plan to get there.
