Google PageRank has a small effect on where a site appears in the search results … it’s a factor, sure, but there are over 200 other factors as well. PR had a much bigger impact when it first arrived on the scene, but because it was relatively easy to manipulate, it has become less and less important over time.
It isn’t true to say that it has no impact, what would be more accurate would be to say that concentrating on your PageRank is probably not going to be a good use of time, because it has such a small pay-off. There’s always going to be something else you can do that gives you more impact for the same amount of effort.
Anyone who sells links and doesn’t mark them as “nofollow” is breaking Google’s T&Cs, and is likely to be blacklisted by Google as a result … it doesn’t matter two hoots what their PR is today if they are banned tomorrow! (It goes without saying that any links that are marked as “nofollow” do absolutely nothing for your SEO).
Actually G-PR is effective for Link Exchange because some of sites are looking for a high PR. But it doesn’t mean that if you have a low G-PR you don’t have a chance to get in Higher Serp. My site has no PR and has only 8 backlinks but its serp is in Top 4.
