How should I know if registration in link directories really up to date? What is Google’s attitude on that? Is there any free automatic/semi-automatic link registration services in directories? Are there any special blog directories?

Not sure what you mean by “if registration in link directories really up to date” … do you mean whether directory sites check their lists and weed out any old sites that are dead or gone?
You can check the index pages of directory or cached record of any site. It is good to check before doing submissions.
Also Google prefer good PR sites so use high quality directories more promotion.
