Development vs Production php.ini

I do not understand this warning I found on my Mac OS X 10.2.8. I have the following warning in /usr/local/lib/php.ini-copy (I cannot find any php.ini):

; This is the default settings file for new PHP installations.
; By default, PHP installs itself with a configuration suitable for
; development purposes, and *NOT* for production purposes.
; For several security-oriented considerations that should be taken
; before going online with your site, please consult php.ini-recommended
; and

The url given above does not load.  Any clarification would be greatly appreciated.


php.ini-recommended is here. The comments/settings at the top state the difference between it and php.ini-dist

I cannot find any php.ini

On a side note, a <?php phpinfo() ?> page will tell you which php.ini it’s using.
