I’m new to this forum so I’m sure a similar questions has been posted many times but…

I’m looking for resources and tutorials on creating CSS for mobile devices. Can anyone please advise me where some good resources are?

What you mean CSS for mobile devices? The CSS for both normal websites and mobi sites are the same. Just with different styles

Thanks. I’m just wondering if there are specific class atributes to use for Apple mobiles versus Androids?

Also, is there a difference between a mobile wep app and just a website that is built specifically for a mobile? Are these both the same?

The websites basically are the same, yes. There are just different standards that your mobi app must conform to. You can use mobiReady - dotMobi compliance & mobileOK checker to test your site and offer suggestions for it.
