Sure. Have you tried this? http://jigsaw.w3.org/css-validator/
Just type the full address of the CSS file location (e.g. http://www.example.com/css/style.css )
Why would you WANT tools apart from the official source?!?

The feature that I like best is immediately after any web-page is displayed a coloured icon appears in the bottom right corner. Icon colours are red, yellow or green indicating errors, warning or valid CSS respectively.
Clicking on the icon a new window opens with three panels, source code, hints/warnings/error with dynamic links to a comprehensive help.
Another useful feature is Tidy, ideal for removing errors and for formatting.
It only takes a couple of minutes to install. Give it a whirl and I bet you will not remove the installation
