i am developing a ecommerce website for my new zealand client in which we have over 500 products.
- so i would like to know whether i should mention “new zealand” as keyword in <title> tag of all 500 pages or just in website homepage.

best thing is to you have country domianent domain which will help you to get rank in New Zealand only… but make sure that you will get rank in New Zealand only…
second is you have to select in Google Webmaster Central. Get data about crawling, indexing and search traffic. Increase traffic to your site. - webmaster tool
select country as a New Zealand that will also help to get rank in New Zealand.
third when you do above two things you dont need to include New Zealand in Keyword.
four… as a time of link building you dont need to to make external links only from New Zeland sites… you can create external links from other sites but preferable is from new zealand if you dont have that list then you can go with globally.

If you want to get your business only from a particular country, state or city then using it in all pages is worth otherwise not.
Mention it wherever it would be appropriate to mention it in the page content itself.
Even if you are using it in title, it will be okay. Include it in page content and as well as in tags for better benefits.
one thing more i would like to ask is that we already have domain registered with .co.nz extension.
so then also i have to mention new zealand everywhere.
will my .co.nz domain be able to solve most of the purpose or not ?

In Google Webmaster Tools, you can set a “Geographic Target”. The explanatory notes say:
If your site targets users in a particular location, you can provide us with information that will help determine how your site appears in search results and also improve our search results for geographic queries. You can only use this feature for sites with a neutral top-level domain, such as .com or .org. Country-specific domains, such as .ie or .fr, are already associated with a country or region. If you don’t want your site associated with any location, select Unlisted.
In other words, your .co.nz domain is associated with New Zealand by default.

Since your target customers are from New Zealand, of course, homepage and other pages should also be included the word of New Zealand.
As your domain name already contain .co.nz so there is no need to use Newzealand in title and meta and as TechnoBear said you can also set the geographic location as new-zealand in Google webmaster tool.
I don’t see how using New Zealand will harm his site.
After all SEO is about combining different bits and pieces, fuse them together to get the best result.

If you are targetting the Global market then you may or may not use the Country specific keywords but if you target the particular country then you have to keep the keyword as per the Product, Category and the Geographical words.
Its better to use it wherever required instead of stuffing it everywhere. I’m sure you might have mentioned it already on your website; you only need to add it in the page title.
