I’m commissioned to build a site that looks & functions exactly as (or similar to) http://www.thetimes100.co.uk It’s really a small part-time job and this is not so big of a gig, so I wouldn’t want to hire a programmer to make a full CMS. I was thinking on using WordPress, but none of the templates I’ve seen so far on ThemeForest fully convince me.
Could you recommend a good CMS + Template for this site?

Well I would suggest Drupal with Pressflow. I think it is probably the most used CMS for media sites of the WP, Joomla, Drupal group and it certainly scales with traffic as long as your servers can handle the traffic.
The more immediate concern however is designing and building the site… There will be a great deal of work beyond picking out a theme and installing a CMS when it comes to developing a real news site.
