It isn’t often that you can build a roof and then find a ready made house to slide under it. More usually you start with the foundations (CMS) and then design the building and roof (template) to fit on it.

@felgall’s point is that the more usual approach is to decide which blogging CMS you want to use, and then set about customising a template to suit your needs. Creating a design first and then trying to fit a CMS to it is going about things back to front.
There are multiple free blogging platforms available. WordPress is the best-known, but there are many others, which you can find with a quick Internet search. You’d need to decide which one most closely meets your needs and then try to adapt it to your design.
