I was thinking about contacting popular web portals and blog and pointing them.
But I’m not sure what to tell them in my email?
if you think that you meet there qualification criteria or can provide something very unique then call them or post them a regular postal mail because they consider email from an individual a spam and do not look into it
pointing them?? 
What I wanted to say is to somehow represent them my web project.
