Our website, <snip/> is showing up as having backlinks from different websites on each of our trackers. Yahoo links says one thing, opensiteexplorer.org says another and webmaster tools has a mix between both plus a bunch of junk .info links.
Is there a reliable way to measure the strength and permanence of each backlink?

People have mixed opinion about the accuracy of such tools… Many believe that Webmaster tools does not display accurate data, but if you log into your account and try to fetch backlink data, you will get pretty accurate results.
You can check with the “backlinkwatch.com”. I’ve found this is reliable.
I know for a fact that it doesn’t. I have a Pro subscription with SEOMoz and even their tool isn’t accurate.
