Regarding your problem I don't see a problem in the footer in IE and I checked IE8 and 11.
You have the html shiv in place and the css for the new html 5 elements so IE8 should be ok.
The only other thing I can think of is that your client is on IE5, or has triggered compatibility mode, or is on an intranet.
If they are on ie5 then just give up
To avoid silly users from clicking the compatibility button by mistake add the edge meta tag in the head at the top of the page .

That should also cure intranet issues also.
Can't think of anything else and would need to see a screenshot of the problem to get any more ideas.:)
