Hello all,
I need a good background color that will go nicely with this color #003063
After going to the Adobe color site I choose this #427E93
However, I am not sure it is good enough. I am doing this website for a local gym.

Daveporter and DougBTX are steering you in the right direction. Their suggestions provide plenty of contrast as a background shade to your dark blue. I myself came up with d5eee0, a mint green. It’s in the same range as the azure and powder blue that Dave has suggested. The other two colors mentioned — 2e81d4 and 427e93 — afford far too little contrast to consider.
You might want to use the Contrast-A color selection tool for these decisions. With it, you can pick out an entire palette. Use the “Visualize thresholds” feature to be sure you know you are getting enough contrast for each color pair you choose. If there is too little contrast, the “Visualize thresholds” feature makes it easy to decide which color you want to adjust and then adjust it to a color that is still appealing but has enough contrast.
As a new member, I can’t link to the Contrast-A tool, but if you use “contrast hyphen a dot dasplankton dot com” (changing the hyphen and dots into the respective characters) in the url you should be able to find it.
I would put forward this color: #FFFDB2
With something like a deep blue for your foreground text you want something to reflect the contrast by giving the content itself some depth. As others gave green examples I went with a buttercup style color that’s faint enough not to draw the focus away but has the soft pastel undertones you want to keep it vibrant.

That’s another nice one with excellent contrast — and I agree with you that it gives a certain depth to the blue. That deep blue seems to work well with many different colors. A number of lavender shades, including e2c3fd, also work well, although with them you do need to be more careful about picking a shade that is light enough to have enough contrast for fine print.
In fact, I’m adding many of these pairs to my palette for future reference.
And I do love Contrast-A. I have used it only for a month or two, but it has turned out to be so useful it’s hard to believe it’s free.
