I can’t seem to write the correct phrase I’m looking for.
I don’t know if this is the correct place for this question, but,
when someone is taking up all of your time, in a malicious or maipulative way,
they are ______________ your time

any ideas?

they are reckless with your time
they are frittering away your time
they are prodigally spending your time

There are more options that just a “Xing your time” construct. One who behaves in that way is known as a “help vampire”, and that concept shines a light on them rather than on you.
