Can you help me by recommending something to meet my site needs?

My site will need
a. mobile, pads and pc. Half the neighborhood has androids and the others seem to have iPhones. Mobile is a must.

b. social I need a lot of social stuff. facebook and twitter are big here in the SF bay area.

c. I need room for 400 to 500 businesses. Some realtors will want to supply their own vidio (that kinda locks in html5). Maybe?

d. Parks, ambulance, fire and police. Need to provide chat space for pets, babies (lots of young families, house prices and who makes the best mocha.

Currently own a license for vb3/4/5. So I can use ONE of those. I do not have a license for mobile. I have a license for Dreamweaver 5.5

I write html, css, php, mysql and have access to a js writer.

I need to get this site moving.

I’m not sure exactly what you are asking for here, are you looking to develop this on your own, or are you seeking others to help out with your project (and potentially be paid)? If the latter, you need to use the sitepoint marketplace. We do not permit asking for services here in the forums, if the former, please be more specific on the issues you are encountering, otherwise this sounds purely like a question for the marketplace.

Certainly the former.

But I will think about the problem a bit more.
