Yes. With almost no effort beyond what you’d have to do in order to create the site without a CMS behind it.
Do you mean that you want to create a similar design in a WordPress theme? Sure, you can do that, but you’ll be making a lot of separate page templates (this codex link tells you the what why and how, if you haven’t met these before).
Each section is visually different enough that with the amount of time I’d spend on each page template, I’d be half inclined just to skip WordPress and do it some other way. But that’s just me.
