So I am aware that Photoshop is used to create websites and then converted over to website code… Can Corel Draw be used as well for design and then converted over? is it possible or is Photoshop basically used for that more than Corel Draw

That “process” to which you referred is a manual operation. There is no “magic” that belongs to Photoshop alone. Essentially, the mock up shows how the website should appear and the [HTML and CSS] code is written, along with pieces of the actual image(s) mocked-up in many cases, by a person with experience in this process.
Yes you can use coral draw for website designing too. I have seen a lot of designers that have learned coral draw and Photoshop and some software houses demands for designers to have knowledge about coral draw and Photoshop. Some designers even use illustrator.
While that is a common way of working, many designers prefer to work directly in the browser.
Photoshop is just a tool used to mock up a design, as others have said. You could use any other graphics program you’re familiar with, or even paper and pencil - whatever works for you to visualise the design. (Obviously, a graphics program is needed to create any actual graphics required for the site.)
The important thing to remember is that the content should come first. Design the site around the content; don’t create a design then try to force the content to fit.

Try to understand the difference between designing a website and creating a website. These are two separate processes.
As mentioned, you can use anything you like to design it, that is to create a mock-up or visualisation of how you intend it to look. But these are just plans, just as an architects drawing does not become the building, the building is created by people putting together bricks, steel, concrete and wood, using the plan for reference. The website is created by writing code, html and css.
I think there was a time when people produced a layout in Photoshop, then sliced it up into various elements to create the site. But PS deals with a fixed pixel layout and that’s not how today’s web works.
Still you will want to use some form of graphics software to create/edit any graphical elements for the site, such as preparing photos, creating icons and other graphics. What you use for that is up to you.
