Yes, I think you can do 29hrs/day. But you need to use different anchor text. If your anchor text is same then it can be considered spamming.

You could have them do it for 290 hours a day and the outcome will be the same. A bunch of low quality links that won’t drive rank.
You would be better off spending the money on 1 world class writer and 1 specialist in viral marketing.
