I am making videos for a client in Adobe Premiere CS3. There is a black box around the video. I am new to video and the aspect ratios. Does anyone know how I can correct this or must I do it all over again?

you can record the screen to make a new video 
when you start a new project in Premiere you have several options for the video you will be working with. try to match your video here to get the best starting point.
if you never have worked with video and Premiere before, maybe you should start with something easier, like Pinnacle Studio - then move on to Premiere when you get more experienced…
