No. You need to use a payment service provider like PayPal, RBS Worldpay, Amazon. They have APIs you use.

“Billing system” is pretty generic. There are services for sending and managing invoices, for doing time tracking and generating invoices, for plugging into shopping carts, for doing CRM, etc. Maybe if you give us more of an idea of what you need we can recommend something.
No reason to modify billing software except fraud?
What about something as simple as adding a custom shipping calculation?
Or sending copies of invoices to multiple addresses?
Or integrating it with an existing user database?
We don’t even know what kind of billing system he’s looking for yet.

and such systems must be backed by some huge financial mechanism, so, open source would be last choice for this.
I can’t even imagine that some person, responsible for development of such important thing like payment system, would ask such questions on the internet forum. It is not guestbook or quiz script!

i work on CRM , so we will provide customers services like adsl 256 , or adsl 512 …
some times there are promotions like discount first three months 30% , sometimes we give service free months …
i want a blling system to customize it with my CRM , as u know billing is critical issue , i dont want to do something wrong , thats why i’m asking about billing system open source , and i want to customize it for my country , for example the tax here diffrent than other countries …

but thats risky ,and take little bit time
so i’m looking for billing system that i can integrate it with my CRM
and u know , there is Tax , promotions etc
