Best local demographic CPC ad campaign?

I manage a small private online marketing dept. here at my company. We are getting several clients interested in CPC campaigns. They have small budgets, around $150 - $500 per month for ads. We’re already doing Facebook Ads with decent success.

Are there any other CPC networks that allow you to target your demographics?

If you are already using Facebook you can use Plenty of Fish or so. Low budget but this is CPM though, but also all about demographics.
