i am new to SEO/SEM . i want to know that how many links From Relevant sites are allowed by Search engines in a week so that i want not be blocked of flagged by SE .

This is not about an amount per week, its about quality. Say you just did a million dollar campaign for your new site, and many bloggers and news sites talked about this, then you can get 500 links a day, they will not look suspicious because they are natural. If you get 20 links a day from short comments that all have the same text, this might look not as good. When I did a campaign for a fairly small and fairly new company and that campaign got about 150 links in 2 days and it really boosted my results on Google.
If you do it yourself and do it naturally, then you will not be able to do too many.
