My site will be launching in about 6 weeks. Currently I have a “Coming Soon” page. Would it be beneficial to start backlinking now? Or could this be harmful?

It won’t hurt you really from an SEO perspective as long as you have a page there to link to (not returning 404s) and you know which keywords you are targeting. The only down side is that you might waste your Google honeymoon.
It’s probably more of a bad idea from a user perspective. People coming to your site and seeing a splash page or a half built site might not return later. You only get ONE chance to make a first impression.
As long as you are planning to have your site up shortly, the positive will outweigh the negative.
