Hi,
I’m looking for a solution that will allow people to sign up for user profiles but allow anonymous/guest members to send private messages through a contact form on the user profiles.
I’ve tried drupal, xoops and joomla with the community builder addon but none of these allowed this functionality.
Is anybody aware of how to achieve this?

Yes, I was thinking the same thing when I saw this posting. You could however embed a captcha image and field to reduce some of the junk that will undoubtedly be sent on the system. It won’t catch all but it will reduce the problem.
I’m sure in Drupal you can embed a contact form in a custom user profile but it might take some work to do it. Here’s some reference material.
There’s a reason few CMS solutions allow that kind of event to occur, it’s because allowing anonymous messaging will literally open the floodgates to spam. I would HIGHLY discourage allowing anonymous messages to be sent under any circumstance because you can be guaranteed that the unscrupulous people who want to take advantage of your generosity will start hurting your users with stuff as diverse from advertisements to porn, and possibly even scams which they could potentially be defrauded. While it may seem like a good idea to allow anyone to contact each other with no barriers, you will ultimately be held responsible for your users safety.
