I want to make an anonymous confession board like the link above.
as you can see, users can simply post anything as a guest and anonymously… is this a custom board? is there a mod of phpbb or anything that can mimick this?
Most forum packages have (or at least used to have) the option to turn off registration. Why you would want to do that is beyond me - it’s just opening yourself up to litigation because people get ignorant enough posting online, so when it’s anonymous, it’s worse.

Yes, I did not see any reason why we should post anonymously. If your intention is to participate the forum then you should be known by the people using it.
A lot of people are not going to go through the time and effort of registering an account and supplying their email (which many people are loathe to do for fear of spam), clicking the validation link, etc. Regular visitors will register an account, casual passersby are not likely to and they might have interesting things to contribute even if they are not going to be regulars. In the USA, webmasters are not legally liable for what people post on their sites. If they were, a lot of those trashy, slanderous college gossip websites would not be around. The main issue is anonymity and no message board with guest posting enabled is going to provide true anonymity. They all log IP addresses of posts, the server logs IP addresses and perhaps even the data center does as well. And if you are using Google’s CDN as the example site does, you are getting logged by Google, too. The example site looks like a custom board (with little activity). Something similar could be set up fast using phpBB or another message board. Using phpBB with the Q&A spam prevention option will almost eliminate spam from bots.
Not to swerve this topic too far off course, but thedirty.com would argue with this statement. They just got a nearly $400K US judgement against them, which they claim came from an outside source…
In addition to liability, imagine the onslaught of spam that would hit the site without a registration barrier.
[edit]: From the article you posted, it looks like the reason why the site was held liable was because the owner has a hand in what content was posted. But–that technically happens with any website that accepts content from visitors.
