Can you explain more clearly what you need? Your image seems to suggest you want a pop-up window to display a video.

Then Drag the scroll bar down.
OK, thanks - now I understand what you want.
I’m not sure what that site is using, but the implementation is not good. When I click on the arrow to close the small window, the video starts playing and the window doesn’t close. (I do also find it odd to have the content still shown in a small window after I’ve chosen to scroll away from it.)
I don’t use WP, but hopefully somebody else can steer you to a better implementation of that idea.
