Am I right?

What I think is that PHP open more horizons for you in freelancing than other technologies. The reason is that it is cheaper and platform-independent so you will find many people arround who want you to develop small-medium applications for them.

The tax that you will pay is that there is no excellent IDE such as Visual Studio for PHP and it is cosidered bad on security so your application may end with many exploits that will make the hacker happy.

Do you think I am right that it is the best choice for freelancing for the reasons above? and What about security and the IDE?

All open-source technologies spawn opportunities for developers. Proprietary technologies (Microsoft/Adobe) do not…at least not as much.
