But if someone say that I need the same website is USA for keyword “wed design USA”, There is no office in USA, no address…

What do you think?
Yes it is possible but you will need to do some extra SEO in order to start showing up for related searches. I would suggest adding a separate page to your website that would target people who need web design in USA and do some SEO to rank it in Google
You can set preferences in both Google and Bing webmaster tools, to say which country your site is targetting.
If you are trying to rank the same site for multiple countries using different keywords for each, I would say your chances of success are not great - especially for terms as competitive as “web design”. Additionally, if somebody specifically searches for “web design USA”, then that’s generally what they want - a USA-based company. They are not looking for a company based elsewhere which is willing to do business in the USA. So even if you manage to rank for those keywords, you may find you are getting few conversions at the end of the day, because people finding your site may feel mislead.
Try to have a host on that country + domain there and will help !
Physic address is required just for local businesses.
I think in that case you have to do SEO for targeting location wise traffic. Or you can use the keyword in your website related to the location this will help you to get more similarities with google search result.
