Just curious, how does one get the sponsored links (adwords) that go accross the top of the page instead of the ones on the right hand side like in the link below? Is that something for the heavy spenders?

If by "get" you meant purchase links in the area above searches, you have to spend a minimum of $5000 per month with a 3 month commitment. Go to google.com, click on advertise with us, and down bottom right is info about it.
